Is $23,000 to tile a master bathroom shower and floor (labor only) a fair price?

I am in the middle of a small addition where my master bathroom is being expanded and gutted. My initial quote for the tiling labor was a little under $3,000. I chose subway tile for my shower with a chair rail and a large shower niche, and penny tiles with a border pattern for the floors. I'm shocked that the revised quote came back today for $23,000 for the labor alone. I will not move forward with this, but I'm working with the company doing the addition and this is holding up the project. I don't know if the tile guy is expensive or if it's my penny tile pattern. I've asked them to clarify what was included in the initial $3,000 estimate because I'll have to change my tile selection. I have a great relationship with the company and trust them, but I'm suspicious about this discrepancy. I've pushed back, and the project is stalled. This quote is from their guy, and I'm not sure if I can bring in my own. There was only one quote: an initial estimate and then this revised $23k quote after looking at my tile choices.

Full gut bathroom renovation (labor only)

This quote is for a full gut renovation of a 5x10 bathroom, primarily covering labor and building materials.
