Is $2,500 to replace front deck stairs, rim joists, and joists with proper foundations a fair price?

Originally I wanted to just install aluminum railings on my front deck but found out the stairs are not supported by anything but dirt and a worn out rim joist and joists. There are four posts on the rim joist that are not buried and are hovering.
