Is $16,000 to replace a 10x18 pressure treated deck a fair price?

My deck is in rough shape with a lot of dry rot in the boards and railings. I have been putting off full replacement because of the cost. I've received quotes ranging from $16k to $22k for a full replacement of the same 10x18 footprint using pressure treated wood. The deck is south facing. I'm hoping to find out if it's possible to just replace the boards, stairs, and railings to get more years out of it, based on the condition of the supports shown in the pictures. I don't want to spend the money on a full replacement if it's not absolutely necessary.
