Is $4,900 to replace deck floor with pressure treated wood a fair price?

My deck (16 x 22) basically needs the entire floor replaced, in addition to likely a couple of joist replacements. The company said it was not meeting code and needed 2 additional posts in the middle based on the deck width. I'm wondering why the $3k difference between the quotes is so large when the material price difference seems to be only around $1k. I'd like to try doing it myself, but I'm not sure if I have the skills to replace the joists or potentially a ledger board. My biggest issue with pressure treated wood is the frequent staining required. It seems like composite will pay for itself after a few years due to less maintenance.
