Is $12,000 to resurface the existing deck frame a fair price?

I'm trying to decide whether I should resurface, repair, or fully rebuild my elevated attached deck which is in very rough shape. The deck boards definitely need replacement, it's clearly a hazard and the stairs and railings are absolutely falling apart. I noticed some rough/split/wet-looking beams and a couple questionable posts. I am planning to do PT wood decking with composite railings.
