Is $13,000 to resurface 2-level deck and replace railings a fair price?

My 2-level deck is 25 years old and needs a facelift. It's purely aesthetic for selling the house in probably 2-3 years. We primarily use the pool deck, but the old deck is so bad you can't walk on it without shoes and the railings are dangerous to lean on.
