Is $24,000 to remodel 28x18 deck with trex composite and aluminum/composite railing a fair price?

I have a 28 x 18 wood deck that is approximately 21 years old. I live in a single level ranch. I priced out the materials myself at Lowe's for about $7k and feel the labor quote is excessive for 4-5 days of work for two people.
