Is $9,500 to build a deck a fair price?

Project Details

I paid $150 for an onsite estimate after providing pictures. I explained that I wanted to get rid of the old stairs into my above-ground pool and wanted access to the pool from the new deck. I asked if they pull the permits and was told they take care of everything. The project stopped due to issues with permits, licensing, and the quality of the work done (the deck corner is too low and angled, preventing pool access as planned). They quoted an additional $5000 to fix their work and add rails. I am fighting back for the $6000 I paid for the incomplete and faulty work and have filed complaints with DPOR and the state attorney's office.
