Is $3,000 to redo deck beams, posts, and railings a fair price?

I am unsure of the deck age but think it is 7-12 years old. My big concern is the shifting away of the bottom left horizontal beam (on left with white caulk). I called my insurance company but am unsure if they will cover this and how serious of an issue it is. I put in some extra photos for reference, and replaced part of the railing, and horizontal floor boards and painted them today. I am also wondering about the expected life expectancy of the deck and how big of a deal this shifting beam is.
