Is $23,500 to resurface an upper level deck with cedar a fair price?

I received a quote from a local deck/fencing company to resurface an upper level deck with cedar. The guy who came out wasn't sure if they would have to replace any joists, so he quoted for 5, but said they wouldn't know until they started. My deck is 520 square feet. I'm wondering if $23,500 is a reasonable price and if there are any things I should be aware of with deck resurfacing. The deck isn't in bad shape, but I have at least two rotting boards and most are cracked, and it's not fixable by staining. I could replace problematic boards to buy more time, but I spend a lot of time out there and aesthetically I'd prefer it all done at once. It's an upper level deck; I replaced much of the lower level deck myself last year, but I don't feel comfortable doing the upper level. There are no stairs. The upper railing and everything but the actual boards seem to be in good shape, and it appears structurally sound. I'm about an hour south of Portland, Oregon. I'm curious about the price because I've been burned by companies offering high quotes initially but being willing to negotiate without telling me.
