Is $40,000 to build a 36x16 freestanding deck with treated lumber a fair price?

Project Details

I have an existing poorly made multi-level deck that needs to be demolished, as its lowest level was sitting on the ground and rotting. I previously received a quote of $50,000 from another contractor for this project, so this $40,000 quote seems better to me. I also asked for a picture frame border and am unsure if that significantly impacts the price.
