Is $8,500 to replace a small deck with millboard composite decking and metal railing a fair price?

I’m replacing my small deck. I’d love to have picture framing done but the cost seems wildly more expensive than I was anticipating. This house will become a rental so I’m leaning toward skipping both options to keep costs down, as I’m running out of money. I live in a high cost of living area, but still the picture framing optional cost seems high. I got three bids, one didn't want the job, and the other quoted the same price.
