Is $1,300 to upgrade HVAC wiring and breaker a fair price?

Project Details

I had a new Daikin Fit 4-ton handler installed last week. An electrician came by today to install a surge protector and advised me that I need new wiring and a breaker because I currently have 10 gauge wire and need 8 gauge wire with a new 35A breaker. I'm also surprised the HVAC company didn't tell me if it's a hazard and I'm looking for opinions on whether this quote sounds reasonable.
