Is $5,000 to replace electrical panel and outside wiring a fair price?

Project Details

My AC unit suddenly wouldn't turn on and wasn't getting proper voltage. The breaker also shows improper voltage at the panel. I'm wondering if the whole panel needs to be replaced. The panel is likely original from 1968 and shows corrosion.
