Is $83,000 to replace 2,000 sqft of engineered hardwood flooring over concrete foundation a fair price?

My wife and I bought a house and re-did the floors 4 years ago. A professional company laid a floating Engineered Hardwood floor over the existing hardwood (sitting on concrete), which started buckling 6 months later. We are now in a position to replace it and do it right. The original hardwood is glued down to the concrete. The improperly installed engineered hardwood was floating over it. I decided a lawsuit against the previous company was not worth the time and frustration. This new company is doing a glue-down install this time around to bring the floor up to the current level of our doors. I'm researching to see if the additional $30,000 charge for moisture sealant and rubber underpayment is reasonable in Santa Barbara, as it was hard to stomach, and I'm hoping to get a second opinion.
