Is $660 to remove current glued-down click vinyl floor and replace ply a fair price?

I am seeking advice on whether I can lay Quick Step laminate flooring over my current glued-down click vinyl floor, especially since there's a hole in it. Different floor shops have given me conflicting advice. The first joiners created a hole when they realized my existing click vinyl was glued down and quoted an additional £660 to remove it and replace the ply, which I found excessive. The second shop said I could have laid new flooring on top, but now the whole floor needs removal due to the existing damage. The third shop suggested patching the hole and laying laminate directly on top, avoiding removal costs. My kitchen floor is approximately 10.5 sqm.
