Is $500 to redo a section of hardwood flooring a fair price?

I’m in Oregon. I have a client who had water damage that caused her hardwood floor to swell and buckle. They paid a handyman to replace that section of floor with the same flooring from Home Depot. The new flooring ended up having “waves” in it. The pieces didn’t come together well and the homeowner was unhappy. The floor is nice and even since they did the work, but there is one board that is creaky when stepped on. My client isn’t happy about it so I’m doing research to figure out if this is normal. The handyman tore out the first flooring and put the new stuff directly on. It stayed like that for weeks. Then the flooring company took up the handyman’s work and laid the new flooring right after. So I don’t think the concrete was ever open to the air and dried. Does this sound right to everyone?
