Is $9,500 to install a bulkhead including excavation, foundation cut, and stairs a fair price?

Project Details

I am putting a bulkhead into my home in the New England area (urban suburban, not CT or Boston). I am comparing a quote from a company against a local independent handyman for the door installation portion.

Quote Details

Complete exterior bulkhead installation project. - Excavation for the bulkhead entry - Cutting into the existing foundation - Installation of stairs and bulkhead insert - Does not include the interior basement door
