Is $13,500 to pour a concrete slab for rat exclusion and install sump pumps a fair price?

I am wary of being upsold. My home is pier and beam. A rodent exclusion contractor found a Norway rat tunnel in the crawlspace and recommended a concrete slab over my suggestion of galvanized hardware cloth.
