Is $19,200 to excavate the crawl space for structural repairs a fair price?

I have a late 1890s house in PA with a very tight and therefore inaccessible crawl space that needs a new reinforced concrete strip footing. There's also a slightly sagging floor in the corner above, furthest from the crawl space entry point in the basement. I anticipate other issues coming up that I would have to address during my time here.
