Is $20,000 to improve HVAC system based on energy audit recommendations a fair price?

I had an energy audit to improve my HVAC system. The auditor spent 4 hours at my house, including an hour in the attic, and is separate from the company that provided this estimate. I believe things need to improve, and I would consider paying $5,000, or maybe $10,000. My yearly electric bill is under $2,400, and I estimate the maximum savings from these improvements would be $600, which makes the $20,000 cost seem too high. I would like a better system, but the cost is a major concern. I previously spent about $5,000 on insulation work earlier this year, which was poorly done but did result in 10-15% lower bills. I'm learning a lot about HVAC, some of it the hard way.
