Is $630 to clean all ducts in my home a fair price?

My wife has some pretty bad congestion, likely food/environment related, and I'm trying to determine if dirty ducts are a major contributor. I'm curious if this is our biggest problem and I should get these cleaned, or if they're fine and we should focus on other remedies for my wife. I'm also asking the contractor for clarification on the scope of work. I change my filter every 3 months, and it gets considerably dirty, but it doesn't seem to hinder airflow.
