Is $350 to clean a blower fan a fair price?

I've been working with an HVAC company for annual checks, but I'm wary of them overselling as they've suggested major, over-the-top repairs in the past that were refuted by second opinions. They installed my current system, and I'd hoped for good service, but they previously suggested $800 worth of maintenance on a newly installed system. I'm not planning on renewing my annual plan with them. The tech took a picture of the blower fan and quoted $350 for cleaning it, but I'm questioning if it's truly necessary and if I could do it myself, as it looks like dust is coming off where fingers touched it in the picture. I believe the company has new staff and training issues since the original owner left, and their dealings don't seem straight.
