Is $650 to professionally clean HVAC blower a fair price?

I had my yearly HVAC check and the company was pushing hard for a blower cleaning, quoting me $650. I'm wondering if this is necessary as I'm somewhat handy but have never done anything like this, and if it's something I can do myself with an air duster and shop vac. We also discussed the end of life of my 10-year-old Carrier furnace, which they said is undersized. They quoted me between $12,000-$25,000 for a new furnace, and I'm questioning if that's the typical rate. I suspect the technician's bosses are pushing these things. I'm also wondering if it's unethical to try and get the technician to do the work under the table for half the cost.
