Is $1,200 to replace a compressor and refrigerant a fair price?

My AC unit stopped cooling after a capacitor replacement a week prior. During a thunderstorm, the lights flickered, and the AC breaker tripped. A technician diagnosed it as a faulty compressor due to a storm power surge. The unit is a 5-year-old, 4-ton Carrier unit (25hce448a300) paired with a variable speed air handler. I'm concerned if the diagnosis is reasonable or if there's another underlying issue. I also suspect the 4-ton unit might be too powerful for my almost 100-year-old home, potentially leading to short cycling, and I regret not getting a manual J calculation when the previous unit failed.
