Is $2,798 to perform a deeper refrigerant leak search and add refrigerant a fair price?

My house is only 2 years old. Several days ago, my AC was basically not cooling. The technician told me there isn’t enough refrigerant in the system and low pressure, suggesting either the builder never added enough refrigerant or there is a leak. The coil was frozen. He said he would have to do a deeper search. I'm shocked by the cost of $2,800 for the leak search and $190/lb for refrigerant. I'm wondering if the price is fair or if I should talk to other HVAC companies, including the original contractor who installed my AC. I am located in Southern Utah, which is a sun belt region.
