Is $1,675 to perform an HVAC leak test and add refrigerant a fair price?

My HVAC system was installed two years ago and wasn't cooling properly, which led me to get this service. The company stated that the original installer likely didn't add enough refrigerant. This is my first time owning a home, and I'm unsure if these charges are normal, especially the labor charge for vacuuming and refilling refrigerant when no leak was found. I was given the bill after the work was completed and tried to push back on the labor cost. The technician advised me to pay what I think is fair and to use a different company in the future.
