Is $7,000 to replace air ducts a fair price?

Project Details

We recently had our furnace serviced, and a technician informed us that our air ducts in the attic were asbestos insulated and needed replacement. This led me to worry about potential health risks to my family. We received a second opinion from an independent HVAC technician who also thought the ducts looked like asbestos but advised against replacement if there were no plans to disturb them, stating that disturbing them could create a bigger problem. To assess the risk, we had asbestos testing done. The inspector took three bulk samples of suspicious materials (TSI tape around register boots, ducts, and insulation) and three air samples (PCM) from two rooms and the living space. The results showed the TSI tape was positive for 30% chrysotile, but the duct material and insulation were negative, and air samples were negligible. The inspector noted that everything in the attic space was intact and did not require immediate attention, but asbestos abatement would be required for any future renovation or work. The initial HVAC company has since reached out again, expressing concern about the entire duct system despite the test results, which makes me question if this is a scare tactic. I am seeking input on whether this situation requires immediate attention or if we are at risk using our HVAC system in its current state.
