Is $500 to install a hard start kit a fair price?

My 4-ton Carrier AC system is about 5 years old. On startup, my lights dim a little and the condenser unit makes a loud clack. An AC tech said my LRA is 124A, but the rating is only 110A, and recommended a hard start kit. I'm questioning if the LRA is high enough to be a problem and if a hard start kit is the best solution for a newer, otherwise fine system. I'm concerned because hard start kits seem to be recommended for units on their last leg, and they might allow the compressor to run when the run capacitor fails, which could quickly kill it. I also wonder if a generic CSRU2 kit is sufficient or if a manufacturer-specific one is better, and about the concern of bypassing the run capacitor.
