Is $250 to top off r410a refrigerant a fair price?

My Goodman 2.5 ton unit is 13 years old and losing approximately 2 lbs of R410a refrigerant every year. I have been managing with top-offs for 3 years now and am hesitant to spend $7,500-$8,000 on a full system replacement.
