Is $1,980 to seal ducts a fair price?

Project Details

I have a 3700 sq ft house with a split system (2.5 tons downstairs, 2.5 tons upstairs). The upstairs unit struggles to maintain temperature when outside temperatures exceed 90 degrees, which is common for months in Georgia. Downstairs maintains temperature and humidity well. I'm unsure if upgrading the unit to a larger size is necessary or affordable right now, especially since my attic temperatures can exceed 140 degrees, suggesting an attic fan might help reduce the load. I'm seeking advice on whether the quoted duct sealing and new duct work are fair prices and if combining them with an attic fan installation would be a sensible approach to improve upstairs cooling without upsizing the AC unit. The tech seemed like a solid guy, answers the phone, and came out personally.
