Is $1,650 to add a second-floor thermostat and enable zoning a fair price?

Our second floor gets extremely warm, so an HVAC company recommended adding a thermostat to that floor. Fortunately, our system is already set up to handle multiple zones. I've contacted a few other companies for quotes, but they all charge a diagnostic fee of around $100+ to take a look, which is waived if we use them for the service. I'm trying to determine if it's worth paying these fees for more opinions or if this seems like a realistic quote. We currently have a Nest thermostat and considered adding a sensor, but we are hoping that adding a second thermostat and utilizing the zone capability of our system might help more. I'm not sure if it will definitely help, though; we do have dampers, so I was hoping that once zone 1 shuts off and the dampers close, more air would go up to zone 2, but I'm not sure if that is accurate.
