Is $16,000 to add a second HVAC unit a fair price?

I recently bought a home and noticed the second floor gets very warm compared to the main floor. I currently have a single HVAC system with one thermostat on the main floor. I am interested in zoning the system by adding a second thermostat on the second floor with automatic shunts to route air. I was quoted $16,000 to add a second unit, which I cannot afford.
