Is $363 to perform a leak search and add refrigerant a fair price?

My mini split system had no freon. I was quoted a leak detection charge and for 1lb of freon. I'm wondering if it's normal to use 1lb of freon for a leak test. The unit has been serviced twice before for flare leaks, most recently 3 months ago. I'm also wondering if the company who last fixed it should be responsible for a free repair if it's another flare leak.
