Is $1,657 to repair a leak and recharge a 1.5-ton AC unit a fair price?

My AC leaked overnight. The tech found the leak area after 2 hours. He said there's no coolant at all. I'm pretty sure the leak was caused by my neighbor stepping on the copper, as their HVAC tech was working near my unit the day before. The first tech seemed pretty clueless and couldn't find the leak, but the co-owner found it. It was a pinhole type leak. It's for a small condo. They said it was 8.5 lbs of coolant needed, but the invoice shows 8 lbs. It's the old type of refrigerant (R410A). I said yes, and they patched the hole (single point solder) and filled up the refrigerant. They pressure tested before and pushed nitrous to find the leak, then vacuumed.
