Is $700 to repair a heat pump a fair price?

I purchased an American Standard heat pump (Silver 15 - 4A6H5 - 3.5 ton split heat pump) and air handler (TEM4 - 4 ton) about 13 1/2 months ago. In this short time, I’ve had to have the air handler looked at multiple times, with the ‘direct drive blower motor’ and ‘condenser fan blade’ receiving repairs a couple times. Now my heat pump has stopped working. I noticed the house wasn’t cooling down, but the air handler was still running. The breaker box and thermostats were fine. My maintenance was done about two months ago and had no issues noted. I purchased a new system because my old one was having issues, but I’ve spent more time getting repairs on this new system than on my old one. I went with a highly rated company for the original installation to avoid issues. I'm now looking at almost $700 in labor plus hotel costs because it's too hot to be in the house. I'm seeking advice on what else I should be doing or asking, and if American Standard will do anything, as I don’t want to be continually paying to repair a practically new system.
