Is $250 to clean a roof dryer vent a fair price?

My dryer keeps showing a "severe blockage" error. I ve already tried one of those drill-attached dryer cleaning kits with no success. I also attempted using a shop vac with a long hose from inside the house, but that didn work either. When I disconnect the flexible vent that runs up to the roof and run the dryer, it works perfectly. I even ran a camera up the vent and barely see any lint, but I can see the very end where the duct curves and there s a mesh cover. This is a new construction home that has exceeded the builder warranty. The builder eventually came and removed the screen, which resolved the issue as it should not have been there.
