Is $1,000 to clean and extend dryer vent through roof a fair price?

I had another post about my venting situation. My old vent goes up through the wall into the attic and terminates there, and it is seriously clogged. I am concerned about the safety of venting upwards against gravity through the wall like that. I want to get it cleaned out regardless, but I'm unsure about the upward venting part.
