Is $800 to replace gas valve a fair price?

My furnace was not working, and the technician was at my house all day. My system would sometimes turn on and have a strong flame, but it was very unreliable, sometimes igniting for a few seconds, sometimes 2 minutes, and sometimes it would stay on for 15 minutes. After the gas valve was replaced, the system still wasn’t working, turning on and off just like before. The technician said the limit switch was stopping it. He tried to tell me the valve was bad by showing a reading of 1.5 on his tool after removing it, while the label on the original gas valve stated a range between 2.5 - 3.5. I'm confused because he tested it after removal, and the manual says single stage. I'm wondering if I got scammed on the gas valve, if it was even broken, or if the cycling issue was solely due to airflow. I'm also asking for recommendations on what to ask them when they come to finish the job tomorrow.
