Is $650 to replace air handler motor (labor only) a fair price?

My Heil unit WAHL424b stops blowing periodically. The motor turns on, blows cold, and then makes a loud rumble and powers off when it reaches temperature. When it tries to power on again, the motor kicks on, hums for a second, and then stops, with the fan spinning briefly before stopping and humming again. I'm concerned the A coil will ice up without airflow, so I cut the power. Flipping the breaker sometimes gets it to work temporarily, but the cycle repeats. I've already replaced the capacitor, checked wiring, and tested the transformer, and everything points to a motor issue. I don't have the $650 quoted for labor and suspect the cost might increase after an on-site visit. I'm also wondering if an OEM ECM motor would be plug-and-play or require reprogramming.
