Is $4,000 to replace control board, clean coil, and AC tune-up a fair price?

My furnace is blowing air but not getting warm, although the AC seems to be working fine. The first HVAC company diagnosed moisture and a burnt control board, quoting $3900-$4100 for repairs including an AC tune-up. I felt the AC was fine and was uncomfortable with the technician not providing an itemized list before starting work, so I cancelled and got a second opinion. The second technician diagnosed a gas valve issue, which he temporarily fixed by tapping it. He confirmed the AC is working perfectly and quoted $600-$700 to replace the gas valve, mentioning my husband could potentially do it himself. I'm posting pictures to get opinions on whether there are other visible issues like moisture or a burnt control board that the first technician mentioned.
