Is $3,900 to replace control board, clean coil, and tune-up AC a fair price?

My furnace is blowing air but not heating up, although the AC seems to be working fine. The first technician said the rooftop HVAC system was in bad shape, with moisture and a burnt control board, and quoted $3900-$4100 for repairs including an AC tune-up. He claimed the AC wasn't cooling properly, but I felt it was fine. I cancelled the appointment because he wouldn't provide an itemized list before the work. A second technician diagnosed the issue as the gas valve. He temporarily fixed it by tapping and wiggling a wire, but the problem returned when the unit cycled off and on. He confirmed the AC is working perfectly and didn't mention moisture damage. He said replacing the gas valve would cost $600-$700, and even suggested my husband could do it himself.
