Is $15,785 to install a new furnace and air conditioner a fair price?

My 75-year-old mother received a quote for a new furnace and air conditioner. She is replacing an existing furnace but does not currently have central air. The existing furnace is in the basement, and the condenser will be placed next to an exterior wall. The quote includes new wiring for the condenser, refrigerant, and new PVC intake and exhaust tubing, while the existing ductwork will be reused. I am trying to ensure she is not getting taken advantage of, especially since she only plans on living in this house for another 4-5 years. I am questioning if a more expensive 2-stage, variable speed furnace makes sense for her situation, and I am also looking for feedback on Carrier as a brand and potential alternatives. I believe the furnace is a mid-tier Carrier and the AC is a low-tier Carrier, and the installation cost seems excessive.
