Is $1,600 to replace faulty indoor fan motor module (labor only) a fair price?

I have a pair of fairly new Trane 4WCC4048 units, which are 14 SEER and were installed by the previous owner as a condition of my VA loan. One unit stopped blowing and started making funky sounds, showing a fault code (4 flashes) indicating a 'hard cut-off' for the low pressure switch, consistent with insufficient airflow. I couldn't reach the original installers. I paid $70 for the initial diagnosis from the first company. I'm questioning the high labor costs for what seems like a simple replacement.
