Is $700 to replace furnace control board a fair price?

My Trane XL 80 furnace is showing a high limit switch warning (LED blinks 4 times). An HVAC technician visited twice; on the first visit, he changed the pressure switch and said the furnace was too old. On the second visit, he suggested replacing the control board for $700 and also gave quotes for a new furnace, but I'm skeptical of his diagnosis and methods. He didn't check for common issues like clogged air filters or blocked registers. I've since changed the air filters. The furnace sometimes works but mostly shuts down after initial ignition, with no air from registers. My AC works fine.
