Is $3,500 to replace a compressor for a Trane split system heat pump a fair price?

My Trane 4TWR4042G1000AA split system heat pump, installed in 2017, is experiencing issues. The breaker trips, and when it doesn't, the system blows cool air when set to heat. The emergency heat is also not working, only blowing cold air. I've changed all air filters, but the problem persists. The technician ruled out the capacitor and confirmed power to the compressor, but the compressor won't turn on. The outdoor fan runs, and there are no error codes. The technician stated he couldn't test the refrigerant without replacing the compressor first. I'm concerned about the diagnosis and the high quote, as it seems they are assuming the compressor is bad without fully testing the refrigerant. I haven't received the full quote yet to see what's included.
