Is $280 to clean AC coils a fair price?

I'm a new homeowner and three days after moving in, my AC unit iced up and stopped blowing cold air. I tried letting it thaw and checked the filter, but it didn't help. He checked the outside unit and hooked something up to the line, saying all the numbers were good and my air filters were pretty clean. He claimed the only issue was dirty coils causing a bad heat exchange. I'm not a handyman, but I'm trying to learn, and I'm questioning if the $280 quote for cleaning the coils is fair or if it's something I can do myself.
