Is $929 to repair a furnace by replacing the circuit board and transformer a fair price?

My 20-year-old furnace stopped working three days after I bought the house. I'm a first-time homeowner. The AC also stopped working; the thermostat has power, but when the fan is turned on, there's no noise, no air from vents, and the fan in the outside AC unit isn't spinning. The first technician I called accused my movers of intentionally ripping out furnace wires, which seemed like a wild accusation. I was worried about the initial $929 quote for a circuit board and transformer replacement, especially since the technician couldn't guarantee it would fix the problem, and buying a new furnace is unaffordable for me.
