Is $1,000 to fix a furnace by replacing the control board a fair price?

My furnace wasn't working, and an HVAC technician quoted me $1,000 to fix it, stating it needed a new board. He claimed the board was at his cost, but I found the price too high, especially after recently paying to replace my water heater. I declined the repair at that cost, hoping to find a significantly lower estimate. After he left, I found the board with all its wires disconnected, which made me wonder if he did it on purpose. I've since bought a replacement board online for about $80 and am trying to connect it myself, but I don't know how the wires go. I'm also expecting a bill from him for the diagnosis and estimate.
