Is $25,000 to install an upstairs and downstairs heat pump (2 systems) a fair price?

I had a dependable GC recommend a HVAC contractor. I paid half up front, but one year later the job is unfinished. I sent a letter offering a cure period which expired without the work being progressed. The contract gave an install timeline of thirty days, which was 345 days ago.
